The Solution to all of the United State's Financial Problems
This is a program that can create 16 million new jobs within 2 years if it's formula is followed. Using taxation as incentive for those with more, to help in a needy cause, is as old as taxation it self, and has a clear record of success throughout time. The program will be profitable for all participants, wealthy and poor and middle class. It would be foolish to not strongly consider this proposal, and it would be foolish to not comply with the program once in place.
One Good Job or 1-1-1 to Save the United States
It is true, we have 8,400,000 millionaires in the United States! ( http://www.spectrem.com ). We incentive fee members of this wealthy community at a high rate perhaps 50 - 95% of net worth. Grant full immunity from the new graduated fee, and add a tax cut, for each millionaire that can create or sponsor 1 new good American job in 1 year.
One unemployed person. One millionaire. One year to meet compliance.
Essentials for the success of the program:
1. Violations of the program will minimally pay a high fine. In many cases cheaters of the program will do prison time with the general population because monetary fines can easily be overcome by a millionaire, who would not be concerned by a fine. Enforcement of the spirit of this law must be strict and must include census and inspection of every one of the estimated 8.4 million millionaires, who have consistently and historically run for the Caribbean or to Europe to hide both income and net worth from the American people.
2. Incentive tax must be at least 70% of net worth and as high as 99%. The higher the incentive tax the greater the numbers of compliant millionaires. Net worth is taxed, including cash, because our many millionaires have historically proven that they will hide their money from the government, overseas to selfishly and ungratefully avoid American tax laws and the United States people.
3. Level of ceiling for the program should kick-in at 1 million dollars net worth. Hiding net worth is punishable.
4. The program is temporary and has long term rewards: The program ends after ten years for any compliant wealthy person that has created 10 new jobs in 10 years. The compliant person should be exempt for life from tax increases. Should continue to enjoy all tax decreases received during the 10 years of compliance.
5. Each new job filled should have a two year contract of employment. This check is to prevent employers from ridding themselves of employees whose jobs they created just to collect salary from the sponsoring millionaire. It provides a guarantee of two years of employment for the previously unemployed.
6. The new job must be new and if not necessarily a new task. The job would have to had to have been vacant of an employee for at least 1month before hiring the sponsee. The new job must not cost the jobs of employees at a competitor. Laying off or an employee to hire a new employee, with wages prepaid under the program, is representative of the program moving backwards of economic progress, and should carry a serious punishment.
7. Non humans can not participate. Individuals must be the targets, not companies. Participants seeking compliance in the program must be individuals e.g. the CEO of the company can claim compliance after finding 1 new job for 1 company. The millionaire executives can create 1 new job each at the same place of employment.
8. An American wage for the new employee has to be at least 40k per year regardless of skills types needed for the job. Enough pay to support a family of four above the poverty line is reasonable.
9. A sponsorship program needs to be in place. A millionaire seeking compliance may not have the technical ability to create a new job. He or she should be able to sponsor, paying the first year's salary, of an employee that can be hired for a specific new job. This sponsorship can allow a small business to add multiple employees that come with free labor for 1 year each. For a small business this is like one year of free capital to build a larger and better company. There should be a maximum number of new hires in the program for the business, like two or three for a small business. This will prevent cheating on a scale larger than two or three employees. The sponsorship program associated with 1-1-1 may become more important than the program itself.
A. The millionaire seeking to sponsor the first year of the new employee's pay should contribute $40,000 to the new job, which must be withheld for the employee's salary or paychecks.
B. The employer participating in the program should receive $20,000 at time of contract signing with the new employee. This is money that can go to new equipment, new space, new vehicles, new training, or the employer can use the money to travel Europe for a few months. But if the employer chooses the European vacation route he or she will not have funds for expansion or to pay health care premiums or to purchase employee training, or to make new products for profits.
C. The responsibility for the financial sponsorship of the new employee, ends after one year of the job's start, but the employee's employment is protected for the remainder of his or her two year contract (except in cases of malfunctioning employees and clearly justified firings). If a sponsored employee is terminated before the first year is finished, the employer is required to return the remainder of payroll funds for that employee to the sponsor. Upon early termination of a sponsored employee, the sponsor then begins another one year period to find another new employee to sponsor.
10. The new employee must be a United States citizen. The Social Security number of the new employee must be verified before hiring. Using e-verify.
11. There should be an easy online and telephone method for employees to report non-compliance and cheating employers and program participants. This will be essential because it will greatly reduce the number of enforcement inspectors needed to continue compliance. There must be a website that is fully interactive, is closely monitored, and is a resource to help the managing branch of government charged with running the 1-1-1 program (i.e. the U.S. Department of Labor). The more accessible and effective the website, the less people and recourses needed to manage the program effectively and fairly.
This proposal is the most harmless and reasonable solution of all toward a prosperous nation almost immediately! The proposal at this time is the single best manner to address the urgency of solving an unemployment emergency. The one solution that won’t raise taxes on anyone who is compliant. And compliance is easy. Will not hurt one single poor person. Won’t require spending cuts of any kind (spending cuts can be considered at another time).
No monetary pain suffered from anyone! Very small government spending – just enough for operating costs of the program. Permanent tax cuts for the rich compliant citizens. Possibility of 16 million new good American jobs in 2 years, if the formula is followed. My God this program is easy-peasy! This program can make us the strongest economic force on the planet again. This program returns hope and pride to millions of unemployed. The program can literally save families who are being destroyed by economic struggle! The program will greatly reduce foreclosures. Banks will begin loaning again. Our schools will get the funding they never had enough of. Hiring will increase greatly as demands for consumer goods, for 16 million newly employed, will skyrocket. All good things that come from economic prosperity will fall upon the United States if the right humble politicians push this solution.
Fools ignore good ideas just because the ideas are not theirs.

I need to add this: It is very likely that citizens of the United States, after success of the program in one or two years, will see our nation's wealthy as true job creators, patriotic members of the community, contributors to saving the United States. The stereotype of greedy American millionaires who have cold hearts, that allowed them to step on the little people and become wealthy, will change toward a positive outlook of millionaires who will be considered true patriots.
Additionally: the sponsorship aspect of the prgram will change the thinking about how to expand a small or large business. The question will no longer be how much can I make by laying off an employee or cuttin this and that, to "How many sponsored employees can I get IF I EXPAND, using the sponsoring from one millionaire, or two millionaires? How many millionaires can I find to sponsor of a couple of new employees to get that equipment I have wanted for years, to produce more?"
